Standing among the burned-out ruins of what used to be his neighborhood, Spencer showed up in a black Pacific Palisades t-shirt. And he came to torch the system. In front of a hyped-up crowd, the Hills alum unloaded a speech that felt less like a campaign announcement and more like a mic drop aimed directly at City Hall: "The system in Los Angeles isn't struggling, it's fundamentally broken.
