A federal appeals panel has cleared the way for President Donald Trump's $400 million White House ballroom project to continue through early June, overruling a lower court judge who had twice halted the controversial construction. A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit temporarily paused an order by U.S. District Judge Richard Leon that had blocked above-ground construction at the former East Wing site.
