A West Virginia man has been arrested after he was accused of kidnapping a woman who was found with shock collar wounds on her neck. Officers reported to Briarcliff Apartments in Grafton, West Virginia, after they received a report of a domestic dispute on Sunday, March 22, according to a criminal complaint viewed by WBOY. Police made contact with one victim, identified as Victim 1, upon their arrival around 9:12 a.m. The victim had several injuries, including "an extremely swollen right arm, a swollen right eye" and "blood coming from her nose.
