An Arizona mom and dad have been arrested on felony child abuse charges after it is alleged that they kept their sons - who are just 4 and 6 - locked up "24 hours a day" in a feces-smeared room, leading to delays in the children's development, according to police. Sara and Arthur Jackson were arrested on Thursday, January 29, after cops performed a welfare check on the family after receiving an anonymous tip about the deplorable living conditions inside their Glendale home, according to a probable cause statement reviewed by Us Weekly. Police said the caller had become concerned about their neighbors after seeing a naked child in their apartment. The caller had been doing work in an adjacent apartment and caught a look at the child as he was working, police said. Sara, 36, allegedly admitted to police she often feels "overwhelmed" which makes her "a bad mom sometimes." Police said that Sara and Arthur, 41, and their sons were living in a "hoarder situation" that was "deeply disturbing" to investigators. "The children were found in extremely unsanitary conditions and showed signs of significant developmental delays," said Glendale Police Sgt. Bryan Hoskin during a press conference on Monday, February 2. "One child was nonverbal and the other was minimally verbal." Officers found feces throughout the apartment and noted there was an "insect infestation," Hoskin said. The couple told their sons the bathroom was off-limits and even used zip-ties to prevent them from using it. Instead, the children, who are not potty-trained, were provided with a portable potty for kids in their bedroom, where they spent every hour of their lives. "Something that you wouldn't even wish on your worst enemy," Hoskin said of the living conditions. "Outdoors in a barn could be better conditions than what we saw in this apartment." Police said the Jacksons expressed no remorse for their situation. Couple Arrested After Keeping Lice-Infested Foster Kids in Filthy Home "Sara said they put a gate on the bedroom because her 6-year-old son started pooping on the floor, and he likes to throw his feces," a police statement obtained by Us explained. "Sara told [officers] the children have not attended any school and have not been to a doctor since they were born." Speaking to investigators, "Arthur stated he works a lot and doesn't have time to scrub the apartment," according to the statement. "Arthur stated the kids are in the room with the gate closed when he is at work. He said he works up to nine hours a day, six days a week, and he opens the gate when he is at home." Both children have been placed in protective custody. Sara and Arthur Jackson are being held on $25,000 bonds.
